Some things in life are confusing, and others are very simple. It’s a great day for you as a business owner, because we condensed your answer down to two simple principles:

Imagine being in a meat market and your business is a vegetarian restaurant. The meat market might have a lot of people, but those people are not your target audience! You might have a good billboard, in a high traffic area, but if it’s not targeting your specific clientele, you might as well forget it!
Billboards are highly effective; but a billboard with the wrong message, in the wrong location, is not a good use of your time or marketing money. Make sure when you partner with a marketing company they are dedicated to reaching your audience and telling your story.
